If this were a Tutorial it may discuss how a specific problem was solved, or give instruction on how to perform some task in Article A.
If this were a Tip, it may be some general information on some aspect on Article A.
Whether this is linked back to Article A depends on how closely the information here is related to the Article. (For example, it would be relevant to link back to the Article if this piece describes code implementation for a very specific problem found when conducting some experiments described in the Article.) This is highly likely for an Tutorial, but it is probably not the case for a Tip.
